Parental Controls For An 8 Yr Old? Win 7.?

I have a friend who lives in another state. she bought her 8 yr old a Computer with windows 7. I have my own opinions on this matter but they are irrelevant.
She told me what she wants, and i think i can describe it better.
She needs a Program to:
Limit computer AND internet usage, times and days.
Limit access to certain programs of the computer / admin privileges.
(Program to control / monitor computer? Such as screen control / monitor) (optional)
Program to block certain websites based on category. (i.e “Block all sites that contain weapons.*check box)
I personally would have not gotten her a computer. But thats just me.

    Windows 7 has built in parental controls in control panel…
    If that wont work then she should set a certain time until the computer shuts down and is password protected…
    The built in parental controls has time limit usage for children, it can prohibit or allow only certain programs and it can control games played too, so its good if your child dosent have internet
    its very easy to improvise
    And for the weapons thing you cant do much…
    Internet explorer has to block sites manually so thats hard…

    you dont need a program, its all in windows 7 audomatticly.
    to get there, she has to make a non administrator account, for her child, then she goes on control panel clicks user accounts, clicks parntal controls, chosses the account and then puts the restrictions on .
    for the websites she goes to control panel, then she should press network and internet then internet options,e contont tab and then the then content control and she chooses wat control she wants on each subject (violoence, nudity, intimidation language…) .
    or she can on the parental controls ()were she was beforre) and choose add more contols and follow the directionzs. itll also let her see his activity, but she will have to download the extra settings from the windows website.
    if she is willing to spend some money, cyberpatrol parental controls will get that all done easier and quiker, but its 40$ a year (and she can try a free trial first),
