Strange Settings On Macintosh Parental Controls?

Hello,
Today I noticed that a managed account on my iMac was restricting access to a particular website. The account is managed for time but is set to allow unrestricted access to websites in order to log into sites like email and Facebook, which use secure connections.
I tried visiting the website LiveJournal, which was blocked. Then I logged onto my Facebook account and it worked fine. I checked settings for parental controls and the box was checked so that access was given to all sites. I even tried unchecking “Enable parental controls” under Accounts, and the problem still didn’t go away.
What’s wrong?
