Why Does My Laptop Say Internet Explorer Cannot Display This Webpage, When I Turn It On Signal Strengths Good?

I turn my laptop on double click internet explorer and it says cannot display this web page, diagnose connection problems.
So I can’t go on internet at all even though my signal strengths good.
How do I fix it?
I have avast virus protection, iobot cc cleaner and no firewall on my laptop.

    I think i know what the problem is.
    Ok, where it says your connected is probably a different connection you have used
    You’re real connection is disconnected, look at the bottom right toolbar and extend it and see if another internet related thing comes up and see if it says disconnected
    The thing is that you have two or more internet connections, and youre connected with the wrong one which is probably glitche or something
    I had a similiar problem too, however mine was opposite of yours in terms of connection

    is it all web sites? or just one? if all, then doesn’t matter what your signal says, you are not connected. look in network places-network connections
